A new advisory being sent by Americas third largest bank to its account holders has stoked fears that major financial institutions could be preparing for old fashioned bank runs if the economy takes a turn for the worse.

Originally reported by John Carney over at the Business Insider website, Citigroup is sending the following information to customers along with their bank statements.

Effective April 1, 2010, we reserve the right to require (7) days advance notice before permitting a withdrawal from all checking accounts. While we do not currently exercise this right and have not exercised it in the past, we are required by law to notify you of this change.

An almost identical advisory to the one being sent out can be read on page 22 of Citbanks Client Manual effective January 1, 2010, which can be read here from Citibanks own website.

We reserve the right to require seven (7) days advance notice before permitting a withdrawal from all checking, savings and money market accounts. We currently do not exercise this right and have not exercised it in the past, states the manual.

According to the Future of Capitalism blog, Citigroup originally claimed that the warning was only sent nationwide as a result of a mistake, but that the measures do apply to account holders in Texas.

However, in a statement, Citigroup confirmed that they had reserved the right to impose the new 7 day rule on all account holders nationwide, but claimed they had no plans to enforce it. The bank stated that they had been forced to enact the new policy as a result of federal regulations.

When Citibank moved to unlimited FDIC coverage in 2009, we had to reclassify many checking accounts to allow for immediate withdrawals in order to ensure all customers qualified for the additional coverage. When we moved back to standard FDIC coverage with most major banks in 2010, Citibank decided to reclassify those accounts back to make them eligible again for promotional incentives. To do so, Federal Reserve Reg D requires these accounts, called NOW accounts, to reserve the right to require a 7-day notice of withdrawal. We recently communicated this technical requirement to our customers. However, we have never exercised this right and have no plans to do so in the future, reads a statement released by the bank.

Over the last 18 months, numerous rumors of bank runs, bank holidays, and limitations on access to cash at ATMs have been floating around. Citigroups new policy to restrict withdrawals wont do anything to calm such fears.

As we reported back in 2008, the Federal Deposit Insurance Corp., which guarantees individual accounts up to $100,000, only has about $50 billion to insure about $1 trillion in assets across the nations financial institutions.

This revelation prompted fears that an accelerating amount of bank closures could absorb FDIC funds and leave holders of money market and traditional savings accounts exposed.

Glenn Beck has failed to respond to a firestorm of reaction to his comments made during a February 21st interview with USA Weekend magazine in which he completely reversed his position on climate change by revealing that he believed in man-made global warming.

As we reported earlier this week, Beck appeared to stab his conservative audience in the back when he told USA Weekend magazine that man-made climate change was occurring in an article entitled Dont judge Beck by his cover.

In the article, Beck tells interviewer Dennis McCafferty, Youd be an idiot not to notice the temperature change.

He also says theres a legit case that global warming has, at least in part, been caused by mankind, writes McCafferty, under the sub headline, He believes in global warming.

The blogosphere is on fire with reaction to McCaffertys USA Weekend piece, according to World Net Dailys Chelsea Schilling, who pointed out that posters on the prominent conservative forum Free Republic were furious at Beck for seemingly performing a huge flip-flop on the issue.

Seems like the rose-colored glasses are beginning to fall off those who used to view Mr. Beck with good approval? wrote one.

OK, final straw for Beck with me, added another.

When an unflattering quote comes out about someone, anyone, they all say, I was misquoted. Everyone does it. The people who were actually misquoted take legal action if a retraction/correction isnt printed. In fact, thats why newspapers print retractions/corrections. If Beck doesnt sue USA Weekend, then it tells me his protestations ring hollow, writes another.

Other respondents said they thought the article was a hit piece and that Becks comments on global warming had been misreported. However, Becks reaction to the controversy suggests otherwise.

Following the outcry, Beck responded by accusing McCafferty of inventing four of the ten things attributed to him in the article, but since Beck made no mention whatsoever of it, we can only assume that his global warming comment wasnt one of them.

Beck had plenty of criticism of the USA Weekend story he didnt raise any objections to the articles portrayal of his environmental views, remarks Mother Joness Kate Sheppard.

Since Beck changes his tune every time the wind blows (he was for the bailout before he was against it), we can only assume that increasing suspicion from conservatives over his global warming comments will force Beck to back peddle and issue some form of retraction.

However, for some this will only confirm the fact that Beck is a shill and a performing circus clown who cries on cue while hoodwinking millions of conservatives into supporting policies which represent the antithesis of true conservatism, like a national sales tax (an idea also embraced by Nancy Pelosi), while attacking people who espouse real conservative principles without constantly flip-flopping, like Congressman Ron Paul and his supporters, who he smeared as potential terrorists.

Treasury Secretary Tim Geithner made an appearance alongside IRS Commissioner Doug Shulman at the Joe Stack crash site in Austin, Texas. Their purpose was straightforward to grandstand over an attack on a government agency and to set the scene for demonizing anti-government beliefs.

The event was tightly controlled. Despite Geithners being a public figure, and setting the location along a public roadway, real media outlets were kept away on the premise that is was a private event by invitation only. This meant that only trusted network news stations were welcomed through. The Treasury Department, who ran the event, placed further restrictions on media access by setting a registration deadline:

Due to security concerns surrounding the site, media wishing to attend must RSVP to Clay Sanford at 214-914-2037 by 12:00 p.m. CST.

This message was sent only to major stations, and did not come in time for Infowars to register.

The first wave of the Infowars team showed up more than two hours early to the press conference only to be denied access and told to move to a public viewing area more than 100 yards away from the scene of action. Other Infowars reporters avoided detection and found entrance. However, Geithners appearance was destined to be little more than a glorified photo-op. Treasury Dept. handlers prepared the press crowd for the fact that only two questions would be allowed. Whats more, the fix was already in. Event gatekeepers appeared to have selected two reporters (seen in the video) to field the only questions. Phony TV reporters can be relied on to ask only softball questions.

The reason for such control is obvious Tim Geithner knows that everything he represents is hated by the general public, and that the less light shed on the bailout operation or his personal activities, the better. Though the public was told the bailout cost only $700 Billion, the real cost has now surpassed $23.7 Trillion (and beyond). Even Congress has been refused information about where that money has gone. Questions abound about what really happened on Wall Street during the financial crisis, and Secretary Geithner has been at the heart of it.

After the press waited for hours and the press time was moved back once, then again, the Treasury Secretary finally arrived. Geithner, Shulman and their entourage pulled up in a motorcade and spent perhaps five minutes looking at the damage to the Echelon building where one IRS employee was killed. Geithner nodded as parts of the burned out building were shown to him. Finally, he approached the press for a conference that would also last only minutes.

Despite a careful attempt to plan the event and maximize its political impact, Infowarriors and real journalists everywhere cannot be stopped. Geithner and Shulman had a surprise when I blurted out a real question. The real bailout cost is $23 Trillion, I started, before Geithner cut me off. Just a minute, he said, restarting on his canned statement of sympathy for the deceased.

A prominent insider has told Infowars that Texas Governor Rick Perry and other establishment neo-cons have decided to deliberately target grass roots constitutionalists with dirty tricks campaigns in an effort to derail and hijack the growing liberty movement whose influence is threatening to blow the Texas gubernatorial race wide open.

Our office was contacted by a national personality, a household name, who told us that they were in a green room at a national public event a few weeks ago with Rick Perry. The individual was shocked when Perry said directly that there were three people who got under his skin and who had to be dealt with immediately.

One Debra Medina, two Alex Jones, and three Ron Paul.

Perry told the individual that these three people had to be targeted and stopped in order for the Republican establishment to shut down any real voices of opposition that were threatening to have an influence on the Tea Party movement, which has been blatantly hijacked by the neo-cons in recent months.

Perry made it clear that these individuals and their supporters were the number one target of the neo-con hierarchy because the grass roots was threatening to regain control of the Tea Party movement that was first created by Ron Paul supporters back in 2007, but has since been hijacked by the Republicans.

The insider expressed their shock that Perry would be so open with his comments, suspecting that Perry must have considered the individual to be a fellow neo-con. The insiders deep concern about what was said prompted them to contact our office.

Perry made the comments just a couple of weeks before gubernatorial challenger Debra Medina, the only true constitutionalist running for Governorship in Texas, was set-up by Fox News Glenn Beck, after the duplicitous talk show host smeared Medina and generated a fake controversy merely for saying that people should be free to question the official 9/11 story, a view shared by the vast majority of Americans.

Perry, who was subsequently celebrated by Beck as the only remaining credible candidate after the smear attack on Medina, must have been in on the ploy. Within an hour of her appearance on the Glenn Beck radio show, Texas residents told the Austin-American Statesmen that they had received robo-calls on behalf of the Perry campaign demonizing Medina as an unstable 9/11 truther, echoing Becks manufactured talking point aired just an hour earlier.

There can no longer be any doubt that the RNC establishment is running a targeted smear campaign against real grass roots conservatives and libertarians because they are terrified that such individuals will be able to steer the Tea Party movement in a genuine national revolt against big government, thereby massively diminishing the power of establishment Republicans.

This dirty tricks campaign is most likely being steered by Karl Rove, master Republican political strategist and former Rick Perry campaign manager. Rove cut his teeth in Texas, using his uncanny ability to manipulate federal prosecutors into going after the officeholder his client was trying to unseat, reports Harpers Magazine writer Scott Horton.

Horton reveals how Rove, in his capacity as Perrys campaign manager for the powerful Texas office of Commissioner of Agriculture, eliminated Perrys political opposition by using his influence to launch aggressive criminal investigations into their past and then hyping allegations of misconduct in the media.
